Government promises to look at question ahead of budget
Members of the House of Lords have called on the government to redefine R&D to boost investment in the creative industries, not just in science and technology.
The Conservatives have already promised to review how R&D is defined in order to benefit cloud computing and to review of what activities can count towards R&D tax credits.
