David Willetts says new cabinet-level body will have failed if it increases bureaucracy in R&D

The government’s new National Science and Technology Council will have failed if it adds an extra layer of bureaucracy to the R&D system, a former science minister has said.

The new body, which is chaired by prime minister Boris Johnson, was created in June 2021 with the aim of providing “strategic direction” for the use of science and technology across government.
