Queen’s speech: Higher Education Bill confirmed

Government sets out plans for minimum eligibility requirements and lifelong loan entitlement

The government has used the Queen’s speech to reiterate plans to introduce minimum eligibility requirements that would cap the number of students in England who can access student loans.

The 2022 address, delivered at the state opening of parliament on 10 May, was delivered by Prince Charles, with the Queen not taking part because of what the Palace said were “episodic mobility problems”. The speech is written by the government and approved by the Cabinet.
