Peer: ‘Real risk’ of brain drain as Horizon dispute drags on

But minister says government “ready to implement comprehensive alternative programme” if UK fails to associate

The UK is at “very real risk of a brain drain” without progress on UK association to Horizon Europe, a peer has warned.

The caution from Labour peer Stephen Benn came after the Foreign, Commonwealth and Development Office launched a dispute process last month known as “formal consultations” with the EU over an 18-month delay to the UK’s access to EU R&D programmes.
