Universities UK admits need to act on missed access targets

English universities and colleges spent a record £395 million on access measures in 2009-10 but a quarter failed to hit their targets for broadening access, says a report by the Office for Fair Access.

Providing larger bursaries has not guaranteed increased entries from students from disadvantaged background, the report notes.
