Open access champion says purdah has delayed publication of its draft policy

UK Research and Innovation’s draft open access policy is unlikely to see the light of day before 2020 because of the general election, according to a senior figure.

Duncan Wingham, executive champion for open access at UKRI and executive chair of the Natural Environment Research Council, said that while the policy proposal was almost complete, it would now be delayed because of purdah—the period before an election during which restrictions are placed on what governmental organisations can publish.
