“We want a diverse, competitive system that can offer different types of higher education so that students can choose freely between a wide range of providers.” This is how the white paper sets the scene for some well-trailed market-oriented reforms that are starting off modestly in 2012-13 but could expand to revolutionise universities in England.

The white paper contrasts the continuing need to control numbers with the need to expand student choice and issues proposals to free up student number controls in three ways.
