The core of the existing access regime, including the objectives of the Office for Fair Access, will remain unchanged. But some of the language in the white paper highlighting problems at selective universities has prompted a sharp reaction from the Russell Group.
Universities will continue to produce access agreements for OFFA and widening participation documents for the Higher Education Funding Council for England.
