University scholarships to be offered at school, says Hughes

Student funding through the National Scholarship Programme, starting in 2012, should be allocated by schools and colleges in England, Simon Hughes, the Advocate for Access to Education, has said.

The Hughes report to the cabinet office was published on 21 July.
