The university group Million+ has said recent data has confirmed that modern universities are leading the widening of access to higher education.
The group was responding to data by the Higher Education Statistics Agency, published on 30 March. The data show that most of the Russell Group of research-intensive universities have failed to meet their targets on admitting pupils from state schools.
