Policy Exchange paper calls for higher education and skills bill

The government needs to introduce a higher education and skills bill that would reintroduce student number controls in England, a Policy Exchange report has argued.

According to a paper published on 16 October, the legislation could be used to “rebalance public investment between higher and further education” in order to support skills growth and prosperity.
