Our foreign correspondent has been following the story of Max Mendoza, the 52-year-old head of a student union in Bolivia, who has reportedly been enrolled at a public university for 32 years without graduating but has been drawing a salary to run the union. According to media reports, Mendoza was arrested late last month after a six-month investigation into his time as a state-paid student leader.
