President-elect Donald Trump has said that one of his priorities for his first 100 days in office will be a partial freeze on government hiring to shrink agency workforces by attrition.
With Republican majorities in the House and Senate, Trump’s team and congressional leaders are reportedly starting to draw up plans for reforming long-standing employment rules for federal workers.
Several states have experimented with such reforms. Wisconsin governor Scott Walker faced a recall after limiting the power of state employee unions and reducing benefits. Indiana governor Mike Pence, now vice-president-elect, implemented a system of bonuses based on performance reviews. Federal employees typically receive raises based on how long they’ve served.
