Open-access changes proposed by Republicans trouble universities

US research universities have expressed concern about provisions involving public access to federally funded research contained in reauthorization legislation proposed by congressional Republicans late last year.

They are recommending that the language in question be substantially revised.

The discussion draft of the America Competes Act was the subject of a letter, dated 2 January, sent by the presidents of the Association of American Universities (AAU) and the Association of Public and Land-Grant Universities (APLU) to leaders on the committee. The letter said the draft, released by the Republicans on the House of Representatives’ science, space and technology committee in October, would undermine the White House Office of Science and Technology Policy’s (OSTP) “thoughtful, balanced process to increase public access”.
