India aims to double R&D spending

India is not spending enough on scientific research and is badly lagging behind its regional rival China, the Indian prime minister has said. Speaking at the opening of the 99th Indian Science Congress in Bhubaneswar on 3 January, Manmohan Singh said his country needed to do better and should aim to double its investment in scientific research by the end of the next five years.
