South Africa signals research policy change

South Africa’s policy of trying to get all its universities to produce research of the same quality is “unrealistic”, according to a Department for Higher Education and Training green paper. Previously disadvantaged universities should be supported in developing research capacity in specific areas but should focus on their teaching and learning mission, the department says. At present the department aims to increase the proportion of young South Africans attending university.
