Chris Parr and Martin McQuillan look back on 2018 as a tumultuous year in higher education policy.

Journalists are only human, and after the party has died down and Auld Lang Syne has been sung, they generally hope for a quiet week or two as the new year gets underway.

In 2018, there was no such luck. Within the first 10 days there had been political resignations, a cabinet reshuffle, and controversial journalist Toby Young had been both appointed to, and resigned from, the board of the Office for Students (OfS).
