Financial think tank says modular funding could “spell the end of the standard three-year degree”

The government’s plan to offer modular funding for higher technical and degree-level courses is “sensible” but needs to be implemented carefully to avoid “negative consequences”, a think tank has said.

In an analysis funded by the Nuffield Foundation and published on 22 April, the Institute for Fiscal Studies said that the government’s plan to introduce flexible loans to be used for higher technical and degree-level qualifications seemed “like a sensible proposal”, but it warned that “careful consideration is required on implementation”.
