The Office for Students looks set to continue very much in the spirit of the Higher Education Funding Council for England.

Sir Michael Barber, who chairs the Office for Students, demonstrated the extent of producer capture that has taken place in a speech on 23 June. He gave his inaugural address to vice-chancellors assembled at the London headquarters of Universities UK. There were no students present. Sir Michael set out five priorities for the Office for Students: the regulatory framework; universities as engines of opportunity; inspiring teaching; 21st century economic growth; and a seamless transition to the new regulator. He described his role as a manager of landscapes in his full speech that combined reflections on the success of UK higher education with holiday snaps.
