The home secretary resigns and the Joint Expert Panel on the Universities Superannuation Scheme takes shape.

Last night, Amber Rudd resigned as home secretary after further revelations of what she knew about immigration targets made her position untenable. As a close ally of prime minister Theresa May, her resignation will have considerable consequences for the government and higher education.

Rudd was a prominent Remainer in the cabinet at a time when European Union citizens’ rights have been under negotiation, and is said to have been instrumental in encouraging May to cede to a review of the economic impact of international students through the Migration Advisory Committee.
