The country is now officially in crisis, and the Liberal Democrats have unveiled plans for Personal Education and Skills Accounts.

On the wipe-clean news grid, which metaphorically dominates Research towers, we had pencilled in for today’s Playbook a discussion of the third meaningful vote on the UK’s negotiated terms of departure from the European Union. On Monday, John Bercow, the speaker of the House of Commons, pulled that rug from under our feet.

He told MPs that unless the deal had substantially changed, the government could not ask the house to vote on it again. Tomorrow, prime minister Theresa May heads to a meeting of the European Council in Brussels, where she will discuss her written request for an extension to the Article 50 process.
