Are higher education think tanks included in Liz Truss’s “anti-growth coalition”?

One member of the “anti-growth coalition” identified by Liz Truss in her leader’s address to the Conservative Party conference earlier this week came as a surprise.

It is hardly news that she identifies Labour, the Scottish National Party, the Liberal Democrats, unions, protesters, Brexit deniers and Extinction Rebellion as being against her ideas. But “think tanks” or “vested interests dressed up as think tanks”? Who could she mean? And is she including think tanks thinking about education?
