Party leader in Scotland challenges SNP with pledge on £10 per hour student income

As part of the Labour’s election platform in Scotland, the party’s leader in Scotland, Richard Leonard, has said that a future Labour government in Holyrood would introduce a minimum student income of £9,500—equivalent to a £10 per hour rate for students studying 25 hours per week over a 38-week term.

Leonard said that the money would come from an increase of £3 billion in Barnett formula funding, which Scotland would receive annually as result of increased public spending by a Labour government in Westminster. Under the proposal, Scottish-domiciled students in both further and undergraduate higher education would be eligible for the funding.
