The number of applicants for a full-time undergraduate course has fallen by 4 per cent, according to the Universities and Colleges Admissions Service.
The number of UK applicants for 2018 entry were down 4 per cent and applicants from the European Union down 5 per cent, according to figures published on 13 July.
Some 649,700 people applied by the June deadline, around 25,000 fewer than last year. The numbers are at their lowest since 2013.
