South Africa’s historically beleaguered state-owned enterprises should at least double their current spend on R&D, a study by the Human Sciences Research Council has found.
The report, which investigated R&D spend by the country’s SOEs, says that in 2014/15 they accounted for 15.2 per cent of the total business R&D spend.
“At these levels, there is not much that SOEs can do to influence levels of overall business expenditure on R&D,” says Nazeem Mustapha, a chief research specialist at the HSRC’s Centre for Science, Technology and Innovation Indicators.
