Morrison claims ‘back in the black’ surplus in federal budget

Prime minister Scott Morrison has used his government’s first federal budget to pledge a $7.1-billion surplus in 2020, partly by delaying a national welfare programme to support disabled people.

Higher education, science and research receive little attention in the government’s 2019-20 budget, despite earlier claims that it would include a $2.4bn allocation for R&D programmes.

The budget papers show that many of these R&D initiatives were negotiated and announced in 2018 before former prime minister Malcolm Turnbull was ousted as party leader in August.
