Back-end loading leaves Framework 7 in danger

The “back-end loading” system of Framework 7 is putting the programme at risk of funding cuts, according to research policy observers.

Under the EU’s overall multiannual financial framework 2007-13 the Framework Programme budget is increasing year on year. However, as Europe’s member states still feel the effects of the financial crisis, Framework 7’s set annual increases pose an easy target for budget cuts proposed by the Council of Ministers.
