The European Commission has proposed that EU countries pay into a separate funding pot for the Global Monitoring for Environment and Security programme.
The Commission says GMES needs €5.8 billion for 2014-2020, and suggests collating financial contributions from all 27 EU member states into a dedicated fund outside the EU budget.
