Research and competitiveness ministers did their best to sweeten up tough negotiations on Horizon 2020 in the last Competitiveness Council meeting, which went on until nearly 9pm. In a broadcast of initial national statements, two German aides could be seen quietly sharing a bag of Haribo Colorado confectionary, while their representative made his speech. This drew hungry stares from other delegates, and soon the bag was seen passing through the room, accentuating statements on rules of participating with a quiet rustle. If only ministers would share their motives so freely.
