The European Commission and NASA have defined rules allowing NASA staff to take part in Framework-funded space research projects.
The cooperation principles state that NASA will not sign grant or consortium agreements, but will enter bilateral agreements with one of the project partners, such as the European Space Agency or French space centre Cnes.
