An innovation policy analysis by European researchers has found that research clusters linking highly-innovative firms with scientific institutions are a major driver of foreign investment in R&D.
The report, prepared for the European Commission by the Austrian Institute of Economic Research (WIFO) and the Norwegian research institute NIFU STEP, says that multinational companies are increasingly restructuring their R&D towards networks of research centres.
