Ministers draft guidance in visa row

French ministers are to tell regional authorities across the country that special consideration should be given to international students with at least a master’s degree who are applying to stay on in France for a first job after graduating.

This, they say, will go alongside a controversial circular that went out on 31 May last year, instructing regions to clamp down on international workers and tighten visa requirements.
