ANR signs up to fight against impact-factor misuse

The ANR, France’s national research agency, has pledged to make sure its evaluation of researchers’ merits meets the standards of the San Francisco Declaration on Research Assessment, which discourages misuse of impact factors.

The agency announced that it had signed up to the declaration, known as Dora, on 7 September.

Dora stresses that journal impact factors—a measure of the average number of citations received by papers published in a particular journal—should not be used to evaluate the merits of individual papers or researchers. This principle has gained traction in recent years among research organisations.
