French universities could live more comfortably within their budgets if they brought in more stringent measures on staff pay and time, a leaked civil service report has said.
Universities in France have “greater room for manoeuvre” to limit their staff costs than they acknowledge, according to excerpts from a leaked report from the inspectorates of public finances (IGF) and of higher education (IGAENR) published by the newspaper Les Echos on 18 September.
