A proposal by Jean-Claude Juncker to divert money from Horizon 2020 into his investment package has triggered outrage among researchers.
In a speech to the European Parliament on 26 November, Juncker, the president of the European Commission, unveiled the details of his investment plan aimed at supporting jobs and economic growth. His idea is to spend €21 billion of EU funds with a view to mobilising €315bn in return investment over the next 3 years.
According to Juncker, up to €5bn will be allocated by the European Investment Bank as loans. A further €16bn will come from EU funds. Out of those, €2.7bn will come from the Horizon 2020 programme.
