Openness and budget of R&D programme unresolved

Research ministers in the Council of the EU and MEPs in the European Parliament’s research committee have reached conflicting positions on the bloc’s next R&D programme, Horizon Europe, setting up a clash over its purpose.

The Council agreed on a “partial general approach” to the 2021-27 programme on 30 November, with “promote scientific excellence” listed first in a set of objectives for the programme.
