Missions and innovation council need explaining, Commission told

A leaked opinion on a draft impact assessment for the EU’s next R&D Framework programme suggests that the European Commission is struggling to justify the introduction of missions and support for market-creating innovation.

The document from the Commission’s Regulatory Scrutiny Board, dated 26 March, delivers a “positive with reservations” verdict on a draft Commission impact assessment for Horizon Europe, which is set to run from 2021 to 2027, identifying “significant shortcomings”.

“The report does not show the rationale and value added of the additional structures and initiatives for the next Framework programme, such as the European Innovation Council or the research and innovation missions,” the document says.
