National research ministers are to discuss how much the EU’s 2021-27 R&D programme Horizon Europe should focus on excellent research, as opposed to broadening participation.
The contentious question, which has dogged EU R&D Framework programmes for decades, will be debated at a meeting of the Competitiveness Council on 27 and 28 September, according to a paper from the Council presidency.
“The key issue at hand is to what extent the EU Framework programme shall assist and complement national efforts for promoting excellence and for closing the innovation gap in Europe,” the paper, published on 18 September, said.
