Horizon Europe negotiations start, with money still a stumbling block

EU legislators have begun negotiations on the bloc’s 2021-27 R&D funding programme Horizon Europe, which looks set to be the biggest-ever programme of its kind.

Trilogue negotiations on Horizon Europe between the European Parliament, European Commission and national governments in the Council of the EU got underway on 9 January. Their purpose is to find a compromise agreement on the institutions’ different positions on the programme.

Reaching an agreement is likely to take months. The Parliament and Council spent about six months internally debating their own preferences after the Commission set out its proposals for Horizon Europe on 7 June 2018, and parts of the Council process are still ongoing.
