Politicians were due to hold a last-minute extra session on the setup of the EU’s 2021-27 R&D programme as Research Europe went to press, in a desperate attempt to agree a deal.
Negotiators for the European Parliament, European Commission and national governments in the Council of the EU failed to resolve all of their disagreements on Horizon Europe in their fifth trilogue session on 14 March, necessitating the extra session on 19 March.
This was set to be a final opportunity to reach a deal ahead of the Parliament election in May and avoid delays to the programme’s preparation and launch.
