US criticises proposed terms of Horizon Europe association

Pay-as-you-go, without reciprocity or programming input, is unattractive, official says

The United States finds planned rules for associating to the EU’s next R&D programme unappealing, a high-ranking official from the country has said.

Constance Arvis, the director for science and technology cooperation at the US State Department, said the terms under which countries are expected to be allowed to associate to the 2021-27 Horizon Europe programme “give us pause”.
