Member states seek €663m cut to Horizon Europe in 2023

MEPs vow to fight attempt to slash draft R&D programme budget by 5 per cent

EU national governments want to cut €663 million from a European Commission proposal for the 2023 budget of the bloc’s Horizon Europe research and innovation programme, with more than €120m in cuts sought from the European Research Council alone.

Every year, member state governments in the Council of the EU seek an overall cut to the draft EU budget proposed by the Commission, and generally try to cut R&I spending as part of this. In response, the European Parliament seeks a larger budget and generally tries to reinforce R&I. MEPs have already promised to fight the latest cuts proposed by the Council.
