System is intended to “introduce more competition in the scholarly publishing market”
The Plan S open-access initiative is seeking a supplier of a web-based system to enable authors of research papers to compare the costs and other features of journal publishing services, so that researchers and publishers can meet the requirements of the initiative.
Under Plan S, funders require researchers they support to make resulting papers openly available immediately via outlets that meet certain criteria, including that publishers must be transparent about the cost of the services they are providing.
