Latest presidency text complains that some academic-publishing models decrease the funding available for research

The EU could seek to “step up” its support for non-profit open-access publishing models, amid concerns about costs and the perceived lack of transparency of commercial publishers.

In recent weeks, the January-to-June Swedish presidency of the Council of the EU member state governments has been drafting a set of conclusions on academic publishing for the governments to discuss and adopt later this year.
