Interview: The arbiter of R&D

Meet the man in charge of the OECD’s Frascati Manual, the rulebook central to global research policy

At one point during his interview with Research Europe, Fernando Galindo-Rueda refers to himself as “a sort of statistical historian”, which is an understated way to describe his work as a senior economist at the Organisation for Economic Co-operation and Development. 

As well as overseeing publication of statistics on science and technology from OECD countries, Galindo-Rueda (pictured) is responsible for the Frascati Manual, which essentially defines what counts as R&D across the globe.
