Swedish libraries overcome negotiation impasse with science publishing giant, spurred by open access
The Bibsam Consortium, a group of Swedish libraries, has signed a publish-and-read agreement with the scientific publisher Elsevier, putting an end to lengthy negotiations.
The publish-and-read deal rolls up the cost of publishing open-access articles and reading paywalled material into one fee. Sporadic negotiations with Elsevier began in 2016, but stalled in 2018 when Bibsam members decided not to renew their contracts with the publisher.
