Finnish reform fails regions says Lapland rector

The rector of University of Lapland has criticised Finland's university reform, saying it discriminates against universities outside the Helsinki capital zone.

Mauri Ylä-Kotola made his comment during a speech to celebrate the start of the university year, national broadcaster Yleisradio reported on 3 September.
