Norway’s research white paper approach is too “basic”, says council

Norway's research council, the Forskningsrådet, has criticised the government's white paper, which includes a long-term strategy for science, for not containing enough measures to support industry.

In a statement to the Norwegian government’s committee on education, research and church affairs, the Forskningsrådet said they had wanted the white paper to promote a more offensive approach to industry-oriented research.

The Forskningsrådet said that it proposed a more specific framework for the government’s SkatteFUNN Tax Incentive Scheme, it’s Industrial PhD. scheme, and for research in key thematic and technologic areas defined by the government, to influence the white paper. However, the council was disappointed that this had not been taken into account.
