Russia’s president has called for a long-term plan for the development of science and technology in Russia, in a speech likening foreign funding initiatives to "vacuum cleaners sucking up our graduates".
In a speech given at a meeting of the Presidential Council for Science and Education on 24 June, Vladimir Putin laid out the main priorities for scientific and technological development, stressing a need for Russia to become more self-sufficient in its scientific capabilities.
Warning against “intellectual isolation”, Putin called for Russia to establish leadership in certain areas in order to maintain scientific and technological sovereignty. He indicated that he wanted Russia to “develop technology on which our partners depend”.
