Russia's immigration rules are making it hard for universities and hi-tech industries to retain highly-qualified workers and students, according to a paper published by a leading French think tank.
The paper’s author, political scientist Lyubov Bisson from the Department of European Integration at the Russian Academy of Sciences in Moscow, says Russia’s existing policies are disjointed.
The government has recognised the need to modernise its economy and attract highly-qualified foreign workers in high-growth industries, but it has not yet joined up its initiatives enough to reap the benefits, Bisson writes.
